Here are some Bible passages that provide an answer for this question:
"So it shall be when all of these things have come upon you, the blessing and the curse which I have set before you, and you call them to mind in all nations where the LORD your God has banished you,
2 and you return to the LORD your God and obey Him with all your heart and soul according to all that I command you today, you and your sons,
3 then the LORD your God will restore you from captivity, and have compassion on you, and will gather you again from all the peoples where the LORD your God has scattered you.
4 "If your outcasts are at the ends of the earth, from there the LORD your God will gather you, and from there He will bring you back.
5 "The LORD your God will bring you into the land which your fathers possessed, and you shall possess it; and He will prosper you and multiply you more than your fathers.
6 "Moreover the LORD your God will circumcise your heart and the heart of your descendants, to love the LORD your God with all your heart and with all your soul, so that you may live.
"Therefore behold, days are coming," declares the LORD, "when it will no longer be said, 'As the LORD lives, who brought up the sons of Israel out of the land of Egypt,'
15 but, 'As the LORD lives, who brought up the sons of Israel from the land of the north and from all the countries where He had banished them.' For I will restore them to their own land which I gave to their fathers.
16 "Behold, I am going to send for many fishermen," declares the LORD, "and they will fish for them; and afterwards I will send for many hunters, and they will hunt them from every mountain and every hill and from the clefts of the rocks.
Isa 49:22 Thus says the Lord GOD, "Behold, I will lift up My hand to the nations And set up My standard to the peoples; And they will bring your sons in their bosom, And your daughters will be carried on their shoulders.
23 "Kings will be your guardians, And their princesses your nurses. They will bow down to you with their faces to the earth And lick the dust of your feet; And you will know that I am the LORD; Those who hopefully wait for Me will not be put to shame.
Ezekiel 36:23 "I will vindicate the holiness of My great name which has been profaned among the nations, which you have profaned in their midst. Then the nations will know that I am the LORD," declares the Lord GOD, "when I prove Myself holy among you in their sight.
24 "For I will take you from the nations, gather you from all the lands and bring you into your own land.
25 "Then I will sprinkle clean water on you, and you will be clean; I will cleanse you from all your filthiness and from all your idols.
26 "Moreover, I will give you a new heart and put a new spirit within you; and I will remove the heart of stone from your flesh and give you a heart of flesh.
27 "I will put My Spirit within you and cause you to walk in My statutes, and you will be careful to observe My ordinances.
28 "You will live in the land that I gave to your forefathers; so you will be My people, and I will be your God.
29 "Moreover, I will save you from all your uncleanness; and I will call for the grain and multiply it, and I will not bring a famine on you.
Ezekiel 39: 27
"When I bring them back from the peoples and gather them from the lands of their enemies, then I shall be sanctified through them in the sight of the many nations.
28 "Then they will know that I am the LORD their God because I made them go into exile among the nations, and then gathered them again to their own land; and I will leave none of them there any longer.
||FOR JEWS : Aliyah is the return of the Jews to the 'Holy Land' at the end of time, comparable in importance to the first Exodus. Aliyah is part of God's plan to give the nations a final chance to recognize that He is the God He says He is, holy and true. He is faithful to His eternal covenant with the Jews - even though Israel has broken it - in bringing His chosen people back to His land as He predicted. He will restore its borders, its holiness and its people. He scattered them according to His forewarnings but is in the process of gathering them again, not because they deserved it but because He is the God of History who is true to His covenantal promises. Israel's existence is proof of His existence. (Any wonder why its enemies seek to exterminate it?)
FOR CHRISTIANS: Aliyah is God's final offer of redemption to the nations - whose time has come to "its end." The nations are one of God's instruments to bring the Jews back to their land from wherever they are. The calling of the Christians is not only for them to bring the Good News "to every nation in each succeeding generation" but in our time also to help the Jews make Aliyah to their land. It is in their land where Jesus / Yeshuah the Messiah will finally reveal himself to all of them. Christians are indebted to the Jews and need to express their gratitude and to demonstrate their repentance by acts of restoration.
For Jews Aliyah is an act of obedience; for Christians it is a mandate to make it happen as a fruit of their own repentance over a history of Christian anti-Semitism.
